Jula Jane

Jula Jane was appointed President and Chief Executive Officer of Coggins International in 2009. She is responsible for the overall management and executive leadership of the company and is the majority shareholder of this woman-owned business.

In response to the limited world-wide supply of crude oil, Ms. Jane was brought on at the company’s inception to research the oil & gas industry and to develop a vision for future energy resources. Now armed with an excellent knowledge of alternate fuels, Ms. Jane is building a team of experts to develop a new generation of fuels automation solutions.

Throughout her career, Ms. Jane has developed significant experience in a broad range of national and international consulting services—including business management, major contract negotiations, project management, market studies and client relations. She founded JULA Consulting, an international consulting firm, in 1999 and became one of the first woman-owned consulting firms affiliated with Damac Properties, Dubai’s largest privately held master developer. Her expertise in foreign cultures and the oil & gas industry has proven invaluable.

An active participant in professional and charitable organizations, Ms. Jane has been recognized for her entrepreneurial spirit and generosity. This includes being a member of the National Association of Professional Women (NAPW), The Junior League of Atlanta, as well as chairing fundraisers for Georgia Campaign for Adolescent Pregnancy Prevention (G-CAPP) and volunteering with the Atlanta Symphony Associates.

Keith Coggins
Executive Vice President and Chief Technology Officer
Keith Coggins is the founder, Executive Vice President and Chief Technology Officer of Coggins International. He is responsible for the strategic and technical direction of the company, as well as business development and key account management.

Having founded Coggins Systems, Inc. (now Varec, Inc., an SAIC company) in 1978, Mr. Coggins’ technical and business experience spans over three decades. He is best known for creating the market leading software product, FuelsManager®, the original design and implementation of the automation system for the Strategic Petroleum Reserve (SPR) and the U.S. Department of Defense’s Fuels Automated System (FAS, currently referred to as the BSM-Energy). Mr. Coggins has comprehensive knowledge of leading-edge technologies with the demonstrated ability to provide state-of-the-art solutions for complex applications through computerized automation within the oil & gas industry.

Mr. Coggins has extensive contract experience with the U.S. Defense Logistics Agency (DLA) and Defense Energy Support Center (DESC), U.S. Department of Defense (Army, Navy Air Force and Marines), Australia Department of Defence, U.K. Ministry of Defence and Defence Fuels Group (DFG), North Atlantic Treaty Organization (NATO), Foreign Governments and Military Organizations, major oil & gas companies, and commercial airlines and aviation refueling companies.

A strong believer in supporting industry and advancing his knowledge, Mr. Coggins is a member of The Institute of Electrical and Electronic Engineers (IEEE), The International Society of Automation (ISA), Charter Member and Board Member of the National Petroleum Management Association (NPMA) and Lifetime Member and Board Member of The Association for Intelligence Officers (AFIO).
